The EU ETS is limited by a 'cap' on the number of emission allowances. Within the cap, companies receive or buy emission allowances, which they can trade as needed. The cap decreases every year, ensuring that total emissions fall.
Each allowance gives the holder the right to emit:
There are a number of great resources on the regulatory and practical aspects of the system – none better than the EU’s own:

Dear All,
The renewal season of Group Clubs has just started with the recent circular from Steamship Mutual P&I Club. Unlike 2021/22 period it is interesting to note that as of 20 September 2020 there has been no notification from any of the group Clubs as to a pool claim for the 2022/23 policy year (i.e. a claim exceeding a Club’s retention of $10 million). We hope this situation remains unchanged for the remaining 5 months. On the other hand, pool claims of prior years have developed adversely. Investment results of Clubs, which are important to subsidize underwriting losses, have not been good and inflation cost of claims have to be factored in. The first Club to declare has been the Steamship Mutual who have declared a 7.5% general increase for all classes of insurance. Further details are mentioned at the attached circular. For these key reasons we expect similar rises from other Clubs with one or two Clubs maybe on as expiry basis.
The majority of Clubs reflect the group reinsurance cost in the agreed renewal premiums, but for those Clubs who will not reflect and absorb such change, we will specifically mention. We expect to learn the details of the IG reinsurance program in the coming months. Clubs also assess the individual member performance, according to which the premium and deductible levels will differ and this will be taken into account in conjunction with the general premium increases, if any.
