The EU ETS is limited by a 'cap' on the number of emission allowances. Within the cap, companies receive or buy emission allowances, which they can trade as needed. The cap decreases every year, ensuring that total emissions fall.

Joint War Committee ekteki 16 Aralik 2010 tarihli yeni hariç bölgeler listesi yayinlamistir. Buna göre Indian Ocean ve Arabian Sea bolgesi genisletilerek ayrica Gulf of Oman ve Southern Red Sea ilave edilmistir.
7 gunluk iptal duyurusunun ardindan 22 Aralik 2010 tarihi itibari ile bu liste gecerli olacaktir. Ekte ayrica bahse koordinatlar hakkinda bilgi vermesi acisindan bir harita yer almaktadir.
Indian Ocean / Arabian Sea / Gulf of Aden / Gulf of Oman / Southern Red Sea
The waters enclosed by the following boundaries:
a) On the north-west, by the Red Sea, south of Latitude 15° N
b) on the west of the Gulf of Oman by Longitude 58° E
c) on the east, Longitude 78° E
d) and on the south, Latitude 12° S
excepting coastal waters of adjoining territories up to 12 nautical miles offshore unless otherwise
provided.
