The EU ETS is limited by a 'cap' on the number of emission allowances. Within the cap, companies receive or buy emission allowances, which they can trade as needed. The cap decreases every year, ensuring that total emissions fall.

Below is a circular issued by the UK P&I Club, a member of the IG Clubs. At the attached you will find the decleration by the US Coast Guard effective 17 March 2016. It also higlihts the other Cuba related policies remaining in effect.
The US Coast Guard issued a news release stating that it has removed the Conditions of Entry on vessels arriving from Cuba.
Following a comprehensive assessment, the US Coast Guard has determined that Cuba meets the ISPS Code requirements and has effective security measures in its ports.
